[dpm, 2011-06-10]: I just happened to stumble upon this obsolete blueprint. While the proper way of implementing this would be through the Launchpad API (see the spec at [1], currently not being worked on), in the meantime, and as of today, we've got a daily export of the translation data for all of the active Ubuntu releases at [2], basically providing all of the information requested on this spec,except for the number of translators.
