Native Mozilla XPI export support

Mozilla Foundation's applications requires special handling for its localisation text in Launchpad because use their own localisation system instead of using gettext. This specification describes our plans to integrate that package into Launchpad. Our hope is that this will help both upstream and Ubuntu translators.

This spec covers the exports from Launchpad to XPI file format.
