Support for language variants (like sr@Latn, ca_ES@valencia...)

We want to add support for language variants as well.
For example, sr@Latn is a completely different in the sense that it uses Latin script instead of the Cyrillic default. sr@jekavian is the dialect of Serbian used in Montenegro and Serbian parts of Bosnia. These are real world languages, and people want to translate into them (it's just that they don't have separate ISO 639 codes, and are used in the same territories as the 'parent' variant).
