* Overview: If I do my translations in Launchpad Ubuntu section, and I want to contribute to upstream, Launchpad should give me easy access to a PO file containing only new translations and translations changed in Launchpad.
* Goal/Deliverables: When exporting a PO file, provide an option to export a PO file containing exclusively messages which have been updated in Launchpad compared to upstream.
