Export PO files containing only newly translated messages which have not been translated upstream

* Overview: If I do my translations in Launchpad Ubuntu section, and I want to contribute to upstream, but upstream won't take changes to messages I do except what they had untranslated, I need to send them only new translations done in Launchpad.
* Goal/Deliverables: When exporting a PO file, provide an option to export a PO file containing exclusively messages which have been translated in Launchpad but not upstream.
