Add support for ROHC padding

It would be great to add support for ROHC padding and the NO_OF_PACKET_

Definition of parameters: https:/
Changes required:
* add a new function in the compressor API to define the 2 above parameters.
* once ROHC packet is built, prepend as many padding bytes as needed to match the size of the nearest greater allowed size.
