Support for UDP trackers

UDP trackers are not common, but it's always a plus to have.
Anyone who implements this should work on the following tasks :
- Support for NAT-PMP / UPnP UDP port mappings
- Support for UDP port checking
- UDP socket management interface
- UDP tracker requests implementation
This is postponed to the 0.2 series due to a lack of time.
