End Game algorithm implementation

Registered by Steve Dodier-Lazaro on 2009-04-20

The End Game algorithm is the one used to request the last pieces of a torrent when it is almost finished.

We intend to have an algorithm that is launched only when it is likely to succeed, and that is also trying to maximize the bets to get the remaining pieces quickly.
