Blueprint to fix an issue about writing configuration files (issue 108 : https://code.google.com/p/reyn-tweets/issues/detail?id=108 ).

It was discovered just before the release of Reyn Tweets 0.2.1 and has to be fixed for Reyn Tweets 0.3.

Has to be fixed for the release after Reyn Tweets 0.2.1.
