Use groups in stead of userlevel

Maybe it is a good idea to use groups in stead of the userlevel integer with sites.
This may solve problems with complex permission schemes.
E.G.: Alice may edit CMS, but not news and Bob may edit news, but not CMS.
With current levels, this is not possible.
