Use specific images for tempest tests

- Package all pre-selected VM images (e.g. Cirros,...) with Refstack distribution for Tempest testing
- Update the web UI to provide a drop-down box allowing users to specify the end-point OS architecture for each cloud.
- Add a new API to download the image specific for the user-selected end-point OS architecture.
- Update execute_test.py to:
- Call API to download the appropriate image for the target cloud
- Create (upload) the image in glance
- Use the returned image's reference ID in tempest.conf for testing
- Remove the uploaded image from glance after tempest testing
