The hosting of refstack needs to be updates for automatic deployment

* Move rRefStack server tto be hosting in OpenStack Infra.
* RefStack server (https://refstack.openstack.org) will be managed by refstack-puppet which will trigger an update to the RefStack server whenever code merges in gerrit,
