Federation

Allow RCL sites to consume feeds from a configurable list of other RCL sites, with the main site as the default. This way a new installation automatically has up-to-date info, but it can also select which groups of feeds it wants to consume. Details: Give option to auto-add other sites' feeds added by sites in the current federation, and automatically filter out duplicate address/congregation name combos. Identify congregations & higher groupings using GUID/UUIDs or hashes. Store date last updated to pick the most recent data. Prevent circular feed-consumption loops. Cache feed data locally and display a notice that data is "cached" if the last read failed.
