Create a way for a site to publish its known peers. Maybe add the peer list to the metadata in each feed. Watch the Google Tech Talk about Wuala for ideas about a good topology for a peer to peer network--a ring, where each node has a direct connection to 2 nearby peers, and random connections to peers further away. {But since we're not concerned about fast data sharing, maybe it doesn't matter if we connect to peers far away.}
