Use of third party CDNs

Currently the JavaScript and/or CSS of other project Reahl depends upon are shipped with Reahl itself and distributed from each running web application. This includes projects such as JQuery, JQuery UI and Yui. It may be better for performance reasons to let pages link directly to the correct version of these projects from well-known CDNs. Preferably whether this happens or not should be configurable, since you'd not want to test using such an external dependency.
