The simplifier must process configuration files instead of hardcoded settings within the simplifier script

It is currently impossible to have parallel runs of some type (grammar,mysqltest script) simplifier because the settings
(input file, MySQL release to be used etc.) have to be edited within the simplifier script.
The simplifier script should take the settings from a configuration file assigned on command line.
