Verification import feature

New feature adds ability to import tempest results subunit stream into rally.
Needed for comparing tempest results from out in the field to a known result
set being used as a baseline for comparison.
Command: rally verify import --file [path to file] --deployment [deployment_id]
If no deployment argument is provided import will automatically create a deployment.
This new deployment will be considered as "external" and treated as such.
Returns: deployment_id and verification_id.
