Add "rally use" command

For all actions (except deployment create, and some "list" subcommands) we have to use parameter <deployment-uuid>
which is actually boring.
So we should add command like
rally use deployment <deployment-id>
that will set 2 things:
1) It will make similar operations to: source openrc
2) It will set [RALLY_DEPLOYMENT] env that will be used by all CLI commands
