Production-ready cleanup

Rally must cleanup all resources in any case. We have already pretty
good mechanism with retries. But it doesn't work in 2 cases: rally or
openstack crached. This effort is related to creating separated
command "rally deployment cleanup" that will cleanup all resources
even in case when we have new instance of rally
This feature must be covered by functional tests as well
