Add use parameter to "deployment create" command

It would be nice to have the parameter "use" in the "deployment create" command.
We will be able to do this:
$rally deployment create --name=<name> --filename <filename> --use
which is equivalent to do this:
$rally deployment create --name=<name> --filename <filename>
$rally use deployment <deploy_id>
