Need to create routers and networks for automatically generated tenants

Now we execute Rally benchmarks in the separate tenants, whose we generated before the tests. If we have the nova network on this OpenStack cluster - all will work good, but if we have the Neutron, we should have the separate router, networks and enabled ports for each new tenant - because VMs can not get the IP addresses without the network.

Now Rally will create VMs and these VMs will have no IP addresses, so we can not test Neutron with the create-and-delete-vm banchmarks and the result will be no realistic.
