Generate HTML file with descriptive comparison of several tasks results

Usually we run same rally task for different clouds and with different arguments.
So it is very helpful to get visual data about how do different clouds and task arguments impact the perfomance.
The aim is to implement cli command `rally task compare' so it will accept more than one task UUID,
and include into result HTML a descriptive comparison of given tasks results (with charts, tables, etc...).
