Need to create users with admin access for automatically generated tenants

We have the UserGenerator context, which allows to create new tenants and users in new tenants for Rally benchmarks.
Some actions/benchmarks, like operations with Neutron networks or flavors, can require the admin access in the specific tenant and Rally context should allow to create new users with admin access for each new tenant.
After that other benchmarks will take the list of admins from context and perform any actions in clouds.
