Port queXS to MVC using the Yii2 framework

As queXS is now quite stable and feature complete - the next stage in development is to port to a framework to enable future contributions development to continue, to allow for using queXS better as a service with exposed API's , and to allow the effective de-coupling from Limesurvey (so other web based data collection tools can be used if required).
