Quantum: Open vSwitch (OVS) network plugin

Implement a plugin for the new network service that supports Open vSwitch.
The goal of this plugin will be to:
- provide the capabilities already supported by nova's use of the linux bridge (i.e., basic 'flat' and 'vlan' models).
- enable advanced use cases not possible with the linux bridge, such as isolated L2 connectivity without using VLANs and L2 connectivity across network pods.
Feature will at least be implemented for XenServer. Will discuss implementation for other linux-based platforms as well.
We have a prototype implementation already and will be demoing this functionality and looking for feedback.
