Quantum Interface Binding API

"Interface Services" like nova will need a way to communicate "interface bindings" (i.e., the port on a vswitch or physical switch that is currently associated with an interface-id) to Quantum.

We are planning on doing this work as part of the QuantumManager work in nova: https://blueprints.launchpad.net/quantum/+spec/nova-quantum-manager
