Copy Oslo tests to Quantum

Tests for Oslo code should be copied to Quantum together with code which they cover.

It will solve the following problems.
1. Verify that copied and _updated_ code is still correct by itself. Code is modified by script that can occasionally make mistakes.

2. Verify that copied code works properly in the new environment. We have bug https://bugs.launchpad.net/quantum/+bug/1116290: a module was copied without its dependency. Unit test can detect such problems.

3. See the proper test coverage for Quantum. Oslo code that lacks unit tests in Quantum decreases coverage. That's unacceptable.
