Quantum Client API Library

There are a lot of different components in Quantum that will act as API clients: CLI, GUI, unit tests, orchestration scripts like batch_config.py, etc. Currently they all make calls directly to the web service, leading to a lot of copy/paste code. It would be good to create a client library that puts the common call and error detection code in a single location.
