Per-Network DHCP enablement

Right now, DHCP is either run on every network in a deployment, or none of the networks. We woud like the owner of the network to be able to enable or disable DHCP on a per-network basis.

This could take the form of an API extension that expose a 'enable-dhcp' attribute on a network.

The original BP calls for per-network DHCP enable. After discussing with Dan, we both feel a per-subnet based DHCP is more appropriate. The implementation is therefore adding a tag for every subnet. -Simon
