Support metadata look-ups on Non-routed networks

This is an extension to mark's original metadata for overlapping IPs patch. The idea is to run the metadata proxy in the dhcp namespace, and inject routes to the VMs via DHCP to have them send traffic to 169.254.169.254 via the DHCP server address.
