merge plugins into one plugin

Now in the quantum codes, many plugins are written basing on ovs plugin. time and time, when we implement new features and new extensions, we need to copy codes in each of them. We should merge them into one plugin.
To be compatible with previous deployment, we should make individual plugins which are merged deprecated and announce no further development for individual plugins.
