Fix User::check_perm() handling of cats_post* permissions

User::check_perm()'s way to handle the cats_post* permissions is weird, confusing and redundant. The User::check_perm_catsusers() and User::check_perm_catsgroups() methods shall be removed and merged into and let User::check_perm().
