Center align the edit actions toolbar

The edit actions toolbar located under the editor window is aligned to the right while all other toolbars are centred. Since all other toolbars are centred, the edit actions toolbar should also be aligned centre. The CSS controlling this is in the chicago.css file and the particular control is div.edit_actions {text-align:right;}
