Rebuild the docblocks so we can make a manual with tutorials.

Step one is to get rid of all the @package and @subpackage tags that are in there now, and put in stuff we can work with. This will hit all the .php files but only in the docblock-formatted comments.

If all goes well every file is changed and they all have unix-style line endings. Got it running without even trying so if it's broke it ain't broke bad ;) Anyway all done and I think I told it to merge. Dunno...
