Optimize Wind and Compass Data Frequency

Both the weather station and the compass can either operate in poll and response mode, or in continuous data mode. The frequency of data can also be changed in continuous data mode. Optimizing this can speed up out code, make parsing easier, etc (ie if we poll, we'll know what data to expect, but have to wait for the data; or we can slow down the frequency of data to prevent buffers overflowing).
