Nobody is working on this any more and I'm not willing to work on Windows port myself so I'm closing this.

Peter Koeleman is compiling qBittorrent v1.0.0 and dependencies for running on Windows 2000 but it is a work in progress.
Currently there is a binairy available for testing at http://www.peerweb.nl/qbittorrent/experimentalbuild/qbittorrent-1.0.0rc9-win32-binary.zip which is not guaranteed to work in any way.
Work is being done on documenting and automating the whole build process.
