Mixed sequential - least common piece mode

Set a minimum speed for the sequential part and if possible guarantee this speed before starting to look for least common pieces. Speed could be entered as KiB/s or length of the piece in hh:mm (i.e. movie). Sequential download is by some looked upon as pure evil and I believe having a mixed strategy would give better swarm health, but please correct me if I'm wrong.
