Enhanched/Advanced Tracker Controls

Provide configuration options for the maintenance of global torrent tracker filtering system. The most straight-forward implementation (for developers and users) would provide an option to enable/disable the feature. The actual list of tracker filters and options could use an account-level config file which could be updated externally (similar to the 'IP Filter' feature) and/or reside within the Options interface. Fields for trackers may include the tracker's:
FQDN (typically DNS 'A' records),
aliases (likely DNS CNAME records),
priority level (fi, use torrent's priority/whitelist, use last/override torrent default, never use/blacklist),
login credentials,
status (enabled/disabled).

This information could be used to avoid dead trackers, as persistent storage of credentials for synergy with the existing blueprint, some interesting possibilities for the context menu of the 'Trackers' tab, and for things others will likely find it useful for ('auto-correction' of trackers or whatever).
