* I designed the new dialog and I'm currently writing its class. Libtorrent does support set_upload_limit() set_download_limit() per torrent. However it doesn't support get_upload_limit() get_download_limit(), which would be really useful too. I asked libtorrent's author (Arvid Norberg) for this feature in svn.

* Arvid Norberg agreed and it is already added in libtorrent svn/trunk.

* The class is almost ready, and I added the actions to the right click menu on torrents.

* I updated to libtorrent svn and fixed the bandwidth slider initialization. It seems to be working.
