Wind speed converter from km/h to beaufort scale

This is a feature provided by pywapi since revision #110. Since km/h isn't really used as wind speed scale in metric unit system (m/s is used instead of it) pywapi-dbus should implement this. Beaufort scale is not part of metric unit system either, but it's used in sea weather and stuff like that so it's just fine for now.
