Write Tempest CLI tests for Watcher CLI

As of now, python-watcherclient only has unit tests. This causes some problem when we change the Watcher API because the tests are all passing although they should flag the issue.

We should tackle the problem by writing a set of simple CLI integration tests using tempest.
