support for volume-snapshot-backup

Backup Snapshots is a newly added feature to Cinder. In cinder client we have command to take backup of a snapshot of a volume, but the openstack client lacks this functionality. As we are porting each OpenStack CLI to openstack client, then there must also be support for Backup Snapshots in openstack client, as we have in cinder client.
