Support argument for user specified clouds.yaml file

Allow the user to specify an arbitrary file path instead of only using the hard coded locations to search for a file. This will be implemented as --os-client-config-file to match os-client-config's OS_CLIENT_CONFIG_FILE environment variable.

https://review.openstack.org/#/c/203211 is my current stab at this. Note I also added a --os-client-public-config-file to support both types of clouds.yaml files. Instead, it would be easy enough to have the code look for a secure.yaml in the same directory like os-client-config does or I could add a --os-client-config-secure-file instead.
