Implement network agents functionality

Implement neutron network agent commands api support.

python-neutronclient implements the following command set:

agent-list, agent-show, agent-delete, agent-update

These commands display and modify various network agents and their information.

python-openstackclient does not implement these commands, nor does python-openstacksdk support the api calls for these commands.
