Support visibility setting in image set by the image owner

The visibility feature will allow image owners to share images across multiple tenants/projects without explicitly creating members individually through the glance API V2.

OSC should support this setting through image set --visibility by the image owner

The example command list will be like:

openstack image set --visibility <visibility> <IMAGE>

Valid Values for visibility: ['public', 'private', 'shared', 'community']
Private is the default value.

Also 'image show' should display the current visibility value in the reply table like:
