Openstack command separation between debugging and other commands.

Hi,
Currently openstack --help command list all the commands including the commands which are used for debugging (i,e 'openstack command list' etc) purpose. We can segregated the commands from displaying and also provide option to use if he wants to use/list debugging command in installation. These can also be controlled while adding some flag while installation and as per user choice these can be enabled during installation.
