Novaclient should use Cliff

The unified cli [1] and a number of clients (Neutron etc.) are using cliff. To support novaclient long term, we should move to cliff.

long term we want python-novaclient to just be the python library and defer all the CLI logic to the unified client. So I don't think this BP is worth it, I would rather see the effort go into the unified client instead --jogo
I am ok with that. This actually came up when I was trying to be the maintainer for cliutils. The impression I got from oslo was that cliff and cliutils have some overlap. However, the community is moving towards cliff. -- abhishek
