Admins should be able to access instance metadata to all instances on a host machine

We need an API to for admins to add, update or delete instance metadata for all instances on a host machine.
One such use case is,
When a host machine goes down or is in maintenance, the admins can add tag all instances on that host with instance metadata indicating they are in maintenance.
