prefetching images when adding new computes

when we launch an instance on a new compute it takes the instance a long time to run because nova has to download the image locally.
it would be helpful we we could prefetch images to a new compute and instances can be launched faster.
Please note that glance has a command 'glance image-download' but we cannot specify a specific compute when calling this command.
