Pluggable Authentication for Python-Neutronclient

As per https://github.com/openstack/python-neutronclient/blob/master/neutronclient/client.py#L216, alternate authentication methods are unsupported.

In this blueprint, I'm proposing pluggable authentication methods similar to those found in python-novaclient. Additionally, this blueprint will provide a NoAuth extension for making testing easier.
